Discussion: Plastic Bags

Plastic bags have become a staple in modern retail, being used in many commercial businesses. It is estimated that more than 1 trillion plastic bags are used every year around the world, most of which are thrown away. Several cities around the country have banned plastic bags. Should the City of Edina follow suit?

As an alternative to banning plastic bags, should the City discourage the use of single-use plastic bags by imposing a per bag fee or tax? Why or why not?
