I have to disagree with the person who posted this. I don't understand why it should be the city governments responsibility to spend money on educating bicyclists...just as it is not the responsibility of government to teach people to drive a car, skateboard, long board or roller blade. If someone wants to ride a bike on the street, it would seem prudent that they know the rules before they get into traffic.
Perhaps if someone wants to ride a bike on the streets in Edina, they should have to pass a biking test. That would certainly encourage bicycle riders to learn the rules. Motorcycles need a special permit before they mix with 7000 pound cars in traffic, so why not bikes? Regardless, lets not make it a government responsibility to teach bikers the rules, thats the bikers job.
